- Bachelor’s degree in Finance, Engineering, or related field (advanced degree or PMP/CCP preferred).
- Five (5+) years of experience in capital project cost control within Engineering and biopharma/GxP manufacturing environment.
- Mastery of cost control tools, ERP/project management systems (e.g., SAP, Primavera, MS Project), and strong analytical/reporting skills.
- Understanding of project governance, stage-gate, and capital portfolio management processes.
- Excellent communication skills, ability to influence and collaborate cross-functionally.
- Knowledge of compliance/regulatory requirements for capital projects in regulated biopharma manufacturing.

- Implement standardized cost control policies and frameworks for all engineering capital projects in alignment with portfolio governance and PMO best practices.
- Establish baseline and maintain project budgets in coordination with project managers & portfolio master scheduler integrating scope, schedule, risk, and resource requirements.
- Monitor, validate, and report actuals, commitments, and forecasted costs at both project and portfolio levels. Provide root cause analysis for variances and ensure escalation of potential overruns, delays, or risks.
- Prepare and deliver portfolio-level financial reports for the PMO, Capital portfolio lead, Engineering leadership, and Finance—including dashboards, variance reports, forecast updates, and cash flow projections.
- Partner with Engineering project teams (project managers, construction, CQV, automation, procurement, and quality) to support cost estimating, change control, risk evaluation, and scenario analysis, ensuring impacts are assessed at the portfolio level.
- Oversee all change management processes impacting project costs (e.g., engineering change requests, scope increases) and track cumulative impacts to portfolio contingency.
- Participate in capital project gate reviews, investment approvals, and funding requests; ensure robust documentation and compliance with corporate capital request policies.
- Support procurement financial analysis for major contracts, ensure alignment with capital budgets, and validate milestone and payment progress with vendors and business partners.
- Ensure alignment with regulatory, accounting, and internal control standards (e.g., cGMP, CAPEX policies, audit-readiness) and support documentation for audits/reviews.
- Contribute to annual capital budgeting and long-range planning cycles by providing portfolio-level scenario modelling, risk-based forecasts, and cash flow projections.
